Evenly Wins Silver Impact Award at the 2026 GovTech4All Awards

Our “No One Left Behind” project, delivered with Greece’s Independent Authority for Public Revenue (AADE / IAPR), placed in the top three across Europe.

The GovTech4All Awards, presented during the GovTech 4 Impact World Congress, recognise partnerships between European public administrations and technology companies that move past the pilot stage into real, measurable impact. An expert committee of senior figures from government, international institutions, and the technology sector judged each entry on societal relevance, user focus, delivery, and long-term value. Evenly’s project was one of six finalists chosen from across the continent, alongside work in healthcare, water infrastructure, and child welfare.

A tax authority that speaks everyone’s language

“No One Left Behind” set out to do something simple to describe and hard to deliver: make Greece’s tax authority usable by people who had long been shut out of it. Deaf and hard-of-hearing citizens, and people who do not speak Greek, faced a communication barrier every time they needed a tax service as basic as obtaining a Tax Identification Number.

Over a six-month pilot, Evenly equipped IAPR’s myAADElive and Tax Service Center (KEF) channels with three capabilities working together:

  • Real-time AI subtitling
  • Real-time AI translation in seven languages (English, Arabic, French, Urdu, Russian, Turkish, and Filipino)
  • Greek Sign Language interpretation from certified, experienced interpreters

That gave citizens eight ways to be understood, sign language included. The pilot launched in June 2025, making IAPR the first public authority in the world to offer these services before the European Accessibility Act made them a legal requirement.

Proof that inclusive design works

The results showed what accessibility delivers when it is built into a public service rather than bolted on afterwards. Citizens rated the service 9.65 out of 10, and 96.77% said it had a positive effect on their communication and daily life.

"As a modern tax administration, IAPR invests in solutions that enhance equal access for all to public services. This distinction recognizes our effort to transform the Authority into an organization that consistently serves every citizen"

"Every successful communication with a citizen speaking Arabic, Russian, or communicating in sign language is a small victory for democracy and equality. Our collaboration with Evenly is the clearest proof that technology is the bridge that restores human dignity to the heart of the public sector."

The project was developed under the European Digital Innovation Hub GRdigiGOV-innoHUB, with guidance from the Hellenic Federation of the Deaf and the scientific advice of Assistant Professor Galini Sapountzaki.

What comes next

The European Accessibility Act now applies across all 27 EU member states. Every public administration in Europe faces the same obligation IAPR chose to meet early. This recognition from the GovTech4All Awards confirms that Evenly’s approach works, and that it is ready to scale.

To the AADE / IAPR and GRdigiGOV-innoHUB teams: thank you. Great teams do great things.
